State Schools Superintendent Charles Toguchi said he learned of the awards program which takes its name from the family of "junk bond king" Michael Milken through Bill Honig, schools superintendent in California, where the prizes have been given since 1986. Milken will be sentenced this month on federal securities fraud charges after allegedly amassed millions of dollars in insider bond and securities deals. The financier, who had headed the Beverly Hills, junk bond department of Drexel Burnham Lambert, pleaded guilty in April to six felony counts.

Drexel, which also pleaded guilty to six counts, collapsed last February into bankruptcy proceedings. Federal prosecutors disclosed more than a year ago that Milken, 44, received direct compensation from Drexel of $1.1 billion from 1984 through 1987, making him the highest-paid employee in America. But individuals analyzing hundreds of private partnerships set up at Drexel to benefit Milken, his family and favored employees estimate that Milken personally also received at least $1 billion from those partnerships, according to the Los Angeles Times. A portion of that would represent Milken's initial investment. But accountants and investigators say that most of the Drexel employee partnerships were extremely profitable, with partners in many cases receiving hundreds or thousands of times their initial investments.

The Times also reported that the coffers of four foundations Milken and his family established grew as the insider-trading scandal mushroomed. Milken denied any wrongdoing and a spokesman said the growth of the foundations was unrelated to the scandal. For nine years, students in her gifted class have written, produced and performed musicals focusing on value lessons, and supervised an oral history project to honor the school's 50th year. Toma praised the. Milken program for its high standards and efforts to promote the quality of education and retain good teachers.

Her money will likely be used to further education either hers or that of her children, she said. none of the securities violations alleged by the federal government involved any transactions with the foundations. The foundation was established in 1982 to support excellence in education and health. Milken helped set it up but is not on its board of directors, foundation executive director Julius Lesner said. Milken's brother, Lowell Milken, is president of the foundation board, and his mother, wife and Lowell's wife are board members.

So is Peter Ueberroth, former major league baseball commissioner and one of Hawaiian Airlines' controlling owners. -y Toguchi said he is not worried about the legitimacy of the funds. He and others on the state Education Department staff have met with Lowell Milken and said they received assurances the foundation is a separate entity. In honoring the prize winners, Toguchi said they "have and continue to touch the lives of their students. They have made a difference in their communities and in our state."
