THIRT Ante-Natal THE TRANSLATION OF THE BILL FOR THE ISSUANCE OF CERTIFICATES OF HAWAIIAN DIIITH REQUIRED THE SECRETARY OF THE TERRITORY TO MAKE ANTE-NATAL CERTIFICATION WHEN THE TRANSLATION WAS STRAIGHTENED OUT THE HILL PASSED. Hoisteln's bill for the Issuance of oer-tlftoatba of Hawaiian birth was the first matter taken up at the afternoon session. It was up for third reading. There was plllkla over the passage of the bill, however, as the Hawnllan translation was ourlous, to say the least of It.

As explained by some Hawaiian members, the translation made it appear that any woman about to glvo birth to a child would have to se-ure a certificate from the Secretary of tho Territory to the effect that the AN IWILEI SCARE "Why don'i you subpoena Senator Blank? He's on the Iwllel committee and knows more about Iwllel than I do?" "Send for John Doc, ho knows all about Iwllol. I don't know anything about it." There were many such remarks about the United States District Court this morning, when the Federal Grand Jury waa in session. The Jury had sent subpoenas for a number of members of the legislature, and at once it was reported thut an investigation of Iwllel was In progress by the fedoral authorities rumor calculated to strike terror to a number hearts. From the Senate Senators Hewlt, Paris and Achl were sent for. From the special committee on all leprosy bills, DIokey made a minority rnort strongly advising against tne nnHHfli? of House Bill 17C. which he claimed covered a serious relaxation of the loprosy segregation law. Dickey preferred Senate Bill C8, which he said was much more rigorous In Its provisions. The report was laid on the table to be considered with the leprosy bills.

They took a sailor back to tho vessel, as a strag' gler. He was taken In the patrol wag on to the wharf. Sailors who were coaling ship proceeded pelt the po lice and hit tho horses with the coal The horses nearly Jumped off the wharf Into the water. The sailors have an antipathy to a police olllcer who goes to collect reward monoy for a straggler and It was pron ably this dislike that caused the trou ble this morning. It Is stated that some of the men on the Ohio have threatened to make things lively for tho police tonight when they ur granted shore leave.

HEAD LUNA WORT.HINGTON AND OTHER BYE WITNESSES GOBS TO SHOW THAT THE KILLING Al WAIPA1IU SATURDAY NIGHT WAS UTTERLY WITHOUT EXCUSE- THE AFFAIR. In spite of the claims made by members of the local police force tltat they were attacked and beaten by a mob of Infuriated Chinese at Waiiiahu last Saturday night there Is very strong evidence to show that nothing of the kind occurred and instead of Olllcer Frank Kanae sustaining a scalp wound from a blow from a club there Is good reason for the opinion thut he was hurt by falling out of the police wagon and striking his head on the ground.

The claim made by the authorities that none of them were on horseback is utterly disproved by a statement that Manager E. Bull of the Oaliu Sugar Company has made to the Star. In this statement Manager Bull states positively that Deputy Sheriff Fernandez admitted shortly after the trouble at Walpahu, that the Ewa olllcers were on horseback. The significant feature of this admission lies In the fact that the wounded Chinese told people shortly before ills death that he had been shot by a man on horseback. This flUUWiuiit by the man and the admission of Fornandez, certainly would teem to narrow the responsibility for the shooting to police.

The contention made by the iollce that they were attacked by a mob and were justified In using Ilrearms Is dis credited by the statement of Head una Worthlngton. He says that there was no cause for any alarm or trouble up to the time that the police began to shoot. The claim that Worthlngton fired a revolver three times In the air seems also to In- utterly discredited. re the statement made by Manager Bull, the police appear recently to have been In the habit of discharging their revolvers In the nlr. They did It about three months ago during a raid but nobody wus hurt on that occasion.

One very piece of corroboration of the manner In which, Frank Kanae Is alleged to have received the cut on the head. Is shown In the statement of Manager Bull.

Manager Bull says that he saw the seal and cushion of the police wagon being carried by a man, also a hat evidently belonging to Kanae. It is claimed that In the excitement of driving away, the rear seat of the police wagon fell out and Kanae tumbled out onto the ground and was hurt. In addition to the sentiment of the directors of the plantation the Chinese consul has the matter under Investigation. The shooting of the Chinese now seems to have been absolutely without warrant and If such proves to be tho case, it is likely that the demands oC the Chinese consul will result In a most seaichlng Investigation being made Into the affair to discover the guilty purty.
