Dr. Makes Some Startling Discoveries. The startling statement was made by Dr. J. A.

Raymond, president of the Board of Health, to J. A. McCandless, superintendent of public works, that new Chinatown beyond Nuuanu stream is getting in a condition as insanitary and dangerous as old Chinatown was prior to the outbreak of plague a year ago. Surprise was expressed at this disclosure, for the district is new and most of the houses have been occupied only a few months. Moreover, the new regulations in regard to cess-pools, floors, standing water, have been enforced in each building.

At the same time the well known scope of Dr. Armitage's judgment on sanitation, coupled with his conservatism in the matter of giving unnecessary or unusual annoyance to the public, or any part of it, caused those who heard the statement to apprehend that the condition of things in Honolulu's new Canton was very bad. Such proves to be the case. New Chinatown is already, a disease breeding slough. Of course the recent storms have had something to do with it, flooding yards, creating duck ponds here and there and dampening the ground beneath houses.

The chief fault, however, is with the people themselves. Their filthy customs were not purged by the great fire of last January. The filth is not confined to cess-pools nor. stagnant ponds but i is to be found in yards, under houses and even inside of many living rooms. On the town side of the Cross building and from the building beyond the Fountain saloon to Liliha and Vineyard street the condition of things is exceedingly bad and is daily getting worse.

From Palama chapel to the lumber yard near the depot is already a place plague germs would strike a bonanza. The restaurants on Liliha street are in a miserable condition. In fact the only one in the whole settlement that does not grate on the olfactory nerves is the small establishment near the Royal school. -Exchange. JUDGE ROBERTSON IS PAU.

He Resigns From the Judiciary of Walluku. Judge G. B. Robertson of Wailuku has resigned his position as district magistrate and will become plain "Mr. Robertson." He will open the Wailuku Collecting Business Agency, and as conductor of the same expects to make his fortune.

His idea has long been that Wailuku is the coming metropolis. Some of his fellows sat down on the idea and on him at the same time. They called him a "boomer," but he answered merely by pointing to a new building just above the postoffice and calling attention to the erection of a new chicken coop in the vegetable gardens of Mr. Lim Sueng. Judge Robertson (Mr.

Robertson) is editors of the Maui News. He started that paper and has made a success of it: Everybody on Maui and i in Honolulu says that he is the most brilliant editor in the Maui field. The editor retires from the judgship with little regret, from his own account. This is the way he puts it in his very interesting paper: "We lay aside the ermine with a sigh of relief. No more will it be our painful duty to sock it to the celestial pipe hitter.

Never more will we apply a cooling two dollar fine to the fevered brow of the swipe fiend. For the last time have we bulged out the public treasury with fat liquor dealing fines. SMOKE (gar A Long Sweet Smoke BRYAN'S NEW PAPER. He Will Publish a Weekly for Discussing Public Questions. Lincoln, Dec. 15-Wm. J.

Bryan gave out the following interview today: "I have for several years had in contemplation the establishment of a weekly newspaper and this seems an opportune time for undertaking it. Intending to devote my life to the study and discussion of public questions, I have taken this method because it will best accomplish the purpose which I have in view. Through a paper I will be able to keep in touch with social, economic and political problems. The paper will at the same time, if successful, provide an income sufficient for my pecuniary needs and this kind of work will allow me more time with my family than I have been able to enjoy for several years past. "I expect to lecture occasionally, especially in college towns, where I can speak to students, but my principal work will be done with the pen, or perhaps I should say, with the pencil.

"The paper will be called the 'Commoner' and will defend the principles set forth in the communications as city platform. I shall be publisher and editor and Lincoln will be the place of publication." Porto Ricans. After weeks of annoyance the agents of the Planters' Association succeeded in bringing fifty-six Porto Ricans to the Islands to work on the sugar plantations. This was less than halt of the original number which started from Porto Rico to find new homes in the Hawaiian Islands. The balance harkened unto the voice of the temptor on the Mainland and are now enjoying the blessings of public charity to which their foolish credulity brought them.
